Job Overview

The Illinois Environmental Protection Agency (EPA), Bureau of Air (BOA), Compliance Section Unit A is seeking to hire an Environmental Protection Specialist (EPS) IV. This position will supervise an office engineering staff for the Compliance Section Unit A. The ideal candidate will have experience as a technical expert while also coordinating and providing consultation and technical support to staff in the area air pollution control compliance and enforcement. The ideal candidate will also need to be able to communicate effectively verbally, electronically and in writing with both internal and external stakeholders.

Essential Functions

• Serves as a technical expert on highly complex issues and regulations relative to compliance activities for the
  Bureau of Air (BOA), Air Pollution Control (APC), Compliance, and Compliance Unit A.
• Serves as a working supervisor.
• Coordinates and conducts in-depth technical analysis, investigations, and activities relating to air pollution sources
  and their compliance status.
• Provides consultation and technical support for the activities of the Bureau and Legal Counsel.
• Attends and participates in training seminars, workshops, and conferences, source inspections and observations,
  administrative hearings, and litigation proceedings.
• Performs other duties as assigned or required that are reasonably within the scope of the duties enumerated
  above.

Minimum Qualifications

• Requires knowledge, skill and mental development equivalent to completion of four years of college with coursework in
  physical, life or environmental sciences, engineering, or geology. 
• Requires four years of professional experience in the field of environmental protection or a related field.

Specialized Skills (Used for certain BU Employees only)

• Requires three (3) years of experience managing a Bureau of Air (BOA) Section 31 caseload with multiple cases, writing
  Violation Notices and other Section 31 correspondence, conducting complex engineering reviews and evaluations of Permit
  Section violation memos, Field Operation Section inspection reports and compliance reports from the regulated community
  within the context and framework of BOA permits and State and Federal Air regulations and statutes.

Preferred Qualifications (In Order of Significance)

• Prefers three (3) years of experience managing a Section 31 caseload, including preparing Violation Notices and Compliance Commitment Agreements, handling multiple cases, and conducting complex engineering reviews and evaluations of compliance documents and source responses within the framework of air permits and state and federal air regulations and statutes.
• Prefers three (3) years of experience with air pollution control systems, and related techniques, procedures, and processes, and the ability to analyze and interpret complex and extensive scientific data relating to facilities, installations, equipment, and air pollution control systems and processes.
• Prefers three (3) years of extensive knowledge of State and Federal laws, rules, regulations, and standards pertaining to air pollution control and abatement, and the ability to interpret pertinent laws, rules, regulations concerning pollution control or abatement, and to explain to individuals the techniques and procedures utilized in enforcing the laws, rules and regulations.
• Prefers three (3) years of experience conducting in-depth technical analysis, investigations, and activities relating to air pollution control sources and their compliance status, including performing review and analysis of complex field inspection reports, compliance reports, and other complex technical documents.
• Prefers three (3) years of experience providing consultation and technical support for an air pollution compliance and enforcement program.
• Prefers extensive knowledge of techniques relative to the supervision of a technical and/or professional staff.
• Prefers the ability to establish and maintain liaison with municipal officials, facility owners and operators, plant managers, or their representatives, and agency professional staff.

• Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including
  scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
